The meeting was called to order by Mrs. Vilardi at 7:00 P.M.
Minutes: Motion made by Mr. Schlicht, seconded by Mr. Ellis, to accept the minutes of the last meeting. Motion PASSED – Ayes – 5, Nays – 0. Voting aye – Vilardi, Ellis, Foster, Conway, Schlicht.
FINANCIAL REPORT: The tax issue with National Grid was settled and we reimbursed them $8,000. That caused the Town to be that much lower in tax revenue. Motion by Mr. Conway, seconded by Mrs. Foster, to approve budget transfer from Contingent to Employee Benefits/Workman’s Compensation. Another motion was made by Mrs. Foster, seconded by Mr. Schlicht, to amend Collateral Pledge and Control Agreement. Both motions PASSED – Ayes – 5, Nays – 0. Voting aye – Vilardi, Ellis, Foster, Conway, Schlicht.
ZONING REPORT: The Zoning Board met last week regarding the Randall/Little issue. They plan to meet again on June 17th.
HIGHWAY REPORT: ~The County will not be renewing snow plow contracts. Mr. Virgil will check around for the best fuel price. Mr. Virgil was informed that a fair price for the truck that was up for bid would be $6,000-$7,000 if it is in good condition; $10,000 - $12,000 if it is in really good condition. It was decided we would accept the highest bid received at our April 2010 meeting. Motion by Mrs. Foster, seconded by Mr. Conway, to authorize Mr. Virgil to accept a certified check for the bid amount of $9,276 from Dado’s Inc. for the truck.
~ Since we cannot use the bucket truck to put up the flags for Memorial Day, Mrs. Foster will contact Dale Wilson to see if we can borrow his.
NEW BUSINESS:
Apulia Playground: Mr. Herlihy explained there are bolts that need to be cut, the lumber surrounding the small plastic climber is starting to rust and the swing set must be moved. He received a quote from Lund for $800 to $1,000 to seal the parking lot. Superseal quoted $925. There is presently $2,900 in the Parks and Trees account. Motion by Mrs. Foster, seconded by Mr. Conway, to seal driveway at Apulia playground for the lowest quoted amount. Another motion was made by Mrs. Foster, seconded by Mr. Schlicht, to authorize the expenditure of up to $500 to get the work started on the playground repair. Both motions PASSED – Ayes – 5, Nays – 0. Voting aye – Vilardi, Ellis, Foster, Conway, Schlicht.
Regular Town Board Meeting May 17, 2010
Code Enforcement: Mr. Sutton discussed a requirement of the State that each municipality must submit an annual report setting forth the number of permits and inspections done in the past year. The requirement is mandatory but how each municipality enforces it can differ. The State would prefer all municipalities adopt their requirements and enforce it accordingly. Under these regulations, churches of over 100 people, along with any business dealing with hazardous materials, would require an operating permit. The State will not provide new code books to any town not submitting an annual report. Mr. Sutton and Mr. Drumm will meet to discuss this further.
Sales Tax: Mrs. Vilardi distributed a copy of a chart showing proposed tax rate increases.
F.A.C.C.: ~ After further discussion of raising the rental fee for the Community Center, a motion was made by Mr. Conway, seconded by Mrs. Foster, to raise the rental fee from $75 to $150 for up to 100 people.
~ Denis Ten Eyck will be fixing the leaking ceiling in the kitchen, per Mr. Schlicht.
~ Mr. Schlicht will have the vacuum serviced.
~ Some of the walls in the building could use new paint and/or touch ups. Mr. Virgil was asked that his crew do this when they can.
Memorial Day: Joanie Mahoney will be the speaker.
Flood Areas: DEC has visited the area and designated new flood areas in our town, many near the Fabius Brook.
OLD BUSINESS:
Justice Court: They have received a grant for $3,089 for a new filing system. There was a discussion about moving the Judges’ bench to the west side of the back room and lining the new filing system behind it, allowing the Judges better access to their office during court. Motion by Mr. Schlicht, seconded by Mrs. Foster, to authorize moving the Judges’ bench. Another motion was made by Mrs. Foster, seconded by Mr. Schlicht, to authorize the expenditure of the $3,089 grant for a new filing system. Both motions PASSED – Ayes – 5, Nays – 0. Voting aye – Vilardi, Ellis, Foster, Conway, Schlicht. There was further discussion about the appearance of the room and the disruption to the Judges’ bench by others using the building. It was decided that the court room door could have a lock that the renters could not access. Mrs. Riker will contact the locksmith, Mr. Terry Campbell.
Village Offices: The closet downstairs for the Village employees should have a separate key and a new lock.
Motion by Mr. Conway, seconded by Mrs. Foster, to pay the bills on Abstract #4 in the following amounts:
Highway Fund Vouchers 42 through 54 $ 16,785.79
General Fund Vouchers 86 through 111 $ 22,467.01
Motion PASSED – Ayes –5, Nays – 0. Voting aye – Vilardi, Schlicht, Ellis, Foster, Conway.
The next regular meeting will be Monday, June 21, 2010 at 7:00 PM at the Fabius Area Community Center.
