The meeting was called to order by Mrs. Vilardi at 7:00 P.M.

Minutes: Motion made by Mrs. Foster, seconded by Mr. Ellis, to accept the minutes of the last meeting. Motion PASSED – Ayes – 5, Nays – 0. Voting aye – Vilardi, Schlicht, Ellis, Foster, Conway.

FINANCIAL REPORT: Mr. Chartrand gave a brief report. Motion by Mrs. Foster, seconded by Mr. Conway, to authorize the Supervisor to make any necessary payments due before the end of the year. A motion was made by Mr. Schlicht, seconded by Mrs. Foster, to pay the Highway payroll on December 22nd instead of December 24th . Motion made by Mr. Schlicht, seconded by Mr. Conway, to authorize Mrs. Riker to advertise the date of the Organizational Meeting, which will be January 18, 2010. All Motions PASSED – Ayes – 5, Nays – 0. Voting aye – Vilardi, Schlicht, Ellis, Foster, Conway.

ZONING REPORT: No report.

HIGHWAY REPORT: Mr. Virgil reported the following prices for fuel oil: Mohawk @ $2.62/gal. for kerosene only; Automatic Utilities @ $2.41/gal. for a blend; and Bush Oil @ $2.70/gal for a blend. He will get a fill from Automatic Utilities. Motion by Mrs. Foster, seconded by Mr. Schlicht, to authorize Mrs. Vilardi to sign the drug testing agreement form. Motion PASSED – Ayes – 5, Nays – 0. Voting aye – Vilardi, Schlicht, Ellis, Foster, Conway.

NEW BUSINESS:

Wind Power: Mr. Chris Carrick, from CNY Regional Planning & Development, gave a brief presentation on community wind power and provided a hand-out describing this plan. The next step for Fabius is to have a feasibility study performed, which could take up to 20 months to complete. A $98,000 grant has been awarded to help complete this necessary study.

Youth Bureau Funds: Mrs. Vilardi reported there is $404 left in our Youth Bureau Fund, which we do not plan to use. The Village of Tully has requested we transfer those funds to them to form a youth center. Motion by Mrs. Foster, seconded by Mr. Schlicht, to allow the transfer. Motion PASSED – Ayes – 5, Nays – 0. Voting aye – Vilardi, Schlicht, Ellis, Foster, Conway.

Codes Enforcement: Mr. Craig Petersen, from Petersen Plumbing and Heating, wrote a letter regarding Mr. Lloyd Sutton and his continuing education classes.

Regular Town Board Meeting December 21, 2009



OLD BUSINESS:

Randall Trailer: Mr. Dan Little inquired about the Lease Agreement between the Randalls and Mr. Nicholas and Ms. Palladino. Mr. Little, after reading it in it’s entirety, submitted an open letter he wrote to the Town Board summarizing the life of this issue.

Motion by Mrs. Foster, seconded by Mr. Conway, to pay the bills on Abstract #11 in the following amounts:

Highway Fund Vouchers 150 through 167 $ 14,888.63
General Fund Vouchers 268 through 302 $ 17,196.10

Motion PASSED – Ayes –5, Nays – 0. Voting aye – Vilardi, Schlicht, Ellis, Foster, Conway.

The next regular meeting, preceded by an Organization meeting, will be Monday, January 18, 2010 beginning at 7:00 PM at the Fabius Area Community Center.
