The meeting was called to order by Mrs. Vilardi at 7:00 P.M.
Minutes: Motion made by Mr. Schlicht, seconded by Mrs. Foster, to accept the minutes of the last meeting with a revision of “safety vests” to read “safety coats”. Motion PASSED – Ayes – 5, Nays – 0. Voting aye – Vilardi, Schlicht, Ellis, Foster, Conway.
FINANCIAL REPORT: The budget for 2010 will bring a $.01 decrease/$1,000 in the Village and a $.09 increase/$1,000 in the Town. Motion by Mr. Conway, seconded by Mrs. Foster, to adopt the Preliminary Budget for 2010. A second motion was made by Mrs. Foster, seconded by Mr. Schlicht, to issue payroll early for December, which would be December 21st. Both motions PASSED – Ayes – 5, Nays – 0. Voting aye – Vilardi, Schlicht, Ellis, Foster, Conway. After some discussion, it was decided to hold a regular Town Board Meeting on our usual night this month, which will be November 16th.
ZONING REPORT: No report.
HIGHWAY REPORT: Mr.Virgil reported the state inspector, J. Brett Carruthers, was here from N.Y. Municipal Insurance Reciprocal. He made several comments, including that there will be a semi-annual road sign inspection. Also, there should be a yellow stripe to mark the power boxes. Mr. Carruthers commented that if Harris Road has not already been designated as a “seasonal” road, it should be. Several repairs/improvements to the playground will be mandatory. The kitchen at the Community Center was also inspected. The fryer and stove need to be moved so they are completely under the hood. Finally, the Town is required to have a Workplace Violence plan and Emergency Action plan by December 15, 2009. Mr. Virgil had obtained copies of various procedures and plans needed by our Town. After a brief review, a motion was made by Mrs. Foster, seconded by Mr. Conway, to adopt those policies and procedures for the Highway Department.

Upon a motion by Mrs. Foster, seconded by Mr. Schlicht, the following resolution was

Nays - 0
RESOLVED, that the Town Board of the Town of Fabius authorizes the designation of Harris Road as a seasonal road, from November 1st to April 1st.
National Grid is looking for the Town’s permission to replace a telephone pole on Penoyer Road at Oran Delphi Road. Mr. Virgil will sign the appropriate paperwork.

A homeowner located on Toggenburg Road requested a cattle crossing sign for his cattle’s safety.

Upon a motion by Mrs. Foster, seconded by Mr. Schlicht, the following resolution was
ADOPTED Ayes – 5 Vilardi, Ellis, Foster, Schlicht, Conway
Nays - 0
RESOLVED, that the Town Board of the Town of Fabius authorizes the erection of a “Cattle Crossing” sign at the southern end of Toggenburg Road.
Motion by Mrs. Foster, seconded by Mr. Schlicht, to pay the bills. Motion PASSED – Ayes –5, Nays – 0. Voting aye – Vilardi, Schlicht, Ellis, Foster, Conway.
The next regular meeting will be Monday, November 16, 2009 beginning at 7:00 PM at the Fabius Area Community Center.
